Employment letter for a UK visit visa from Pakistan: what it must say, with a sample

Every agent in Pakistan will tell you the Home Office wants an NOC from your employer. The Home Office has never asked for one. What its published guidance does ask for is a letter on company headed paper giving your role, your salary, how long you have worked there and how to contact the company. Here is what that means for a Pakistani employer, a sample letter you can hand to HR, and the four figures that have to agree with everything else in your file.

Search for the employment letter you need for a UK visit visa and the word you will meet everywhere is NOC. A No Objection Certificate, the agents say, is mandatory. Get one from your employer, on letterhead, saying they have no objection to you travelling.

The Home Office has never asked for a No Objection Certificate. The phrase does not appear in its guide to supporting documents, in the Immigration Rules for visitors, or on the application form. What the guide asks for is a letter from your employer with a short list of specific contents, and the letter most Pakistani applicants call an NOC often leaves half of them out.

That is the problem with the NOC habit. A page that says "we have no objection to Mr Ahmed proceeding on leave" and nothing else answers a question nobody asked, and skips the ones the caseworker has.

What the rules actually say

The guide to supporting documents mentions the employer's letter twice, because it does two different jobs.

The first is under your circumstances at home, the evidence that you will leave the UK at the end of the visit. There it asks for:

a letter from your employer on company headed paper, detailing your role, salary and length of employment

The second is under funds, as proof of earnings:

a letter from your employer confirming employment details (start date of employment, salary, role, company contact details)

Put the two together and you have the whole specification. On company headed paper. Your role. Your salary. When you started, or how long you have worked there. How to contact the company. That is everything the Home Office has published on the subject.

Notice what is not on the list. No "no objection". No passport number. No statement of leave dates. No promise from the employer that you will come back. The Home Office wants facts about your job that it can check, not a declaration of goodwill.

Two jobs, one letter

The letter is read twice, and it is worth knowing how.

As evidence of ties. The Home Office says you must show that you will leave the UK at the end of your visit, and recommends information about your circumstances in your home country. A job you have held for four years, at a salary you would not walk away from, is the most ordinary and most convincing version of that evidence a Pakistani applicant can offer. Length of employment is on the list for exactly this reason. Three months at a new employer is a fact you should still state, but it carries less weight than three years, and the rest of your file has to do more work.

As proof of earnings. The salary in the letter tells the caseworker where the money in your bank statement comes from. The guide asks for bank statements that show the origin of the funds, and a salary letter that matches the monthly credits on the statement is the cleanest origin there is. Two things on that table deserve a word.

The leave dates are our recommendation, not a rule. A student's letter is different: for students the guide does ask that the education provider confirm the leave of absence. For employees it does not. Include the dates anyway, because they cost nothing and they make the letter say out loud what the caseworker is trying to infer.

The contact details are the item most often treated as decoration. The guide ends by saying a decision maker may ask you for additional information, and a phone call to the number on your employer's letterhead is the simplest way to do that. A number that rings out, or is answered by someone who has never heard of you, undoes the letter and casts doubt on everything filed with it. Warn whoever answers the company phone that a call may come.

Eleven lines, and every item on the Home Office's list is in it. Nothing about objections. Nothing the company cannot stand behind on the phone.

Getting it from a Pakistani employer

Most companies in Pakistan will write this letter without fuss, because they write it for every visa. A few practical points.

Ask for the contents, not for an NOC. If you ask HR for an NOC you will get their NOC template, which was written for the Pakistani government's own rules or for a bank, and may say nothing about salary. Show them the table above or the sample letter and ask for those facts.

In English, or translated. If your employer only writes in Urdu, the letter must come with a full translation that the Home Office can verify independently, carrying the translator's confirmation that it is accurate, the date of translation, and the translator's full name, signature and contact details. That is the Home Office's own rule for any document not in English or Welsh. A translation done by a colleague does not meet it.

Recent. Ask for the letter in the last stage of preparing your file, so that its date sits within a few weeks of your application and the salary in it is your current one. The guide lists bank statements or letters issued more than a year before the application among the documents that are less useful as evidence. A letter that old should simply be replaced.

Original, imaged. The Home Office prefers digital images of original documents rather than copies. Scan the signed, stamped letter itself, in colour, and upload that.

If you work for the government. Federal and provincial departments have their own rules about employees travelling abroad, and your department may insist on issuing you an NOC before you go. That is a matter between you and your department under Pakistani service rules. It is not a Home Office requirement, and a departmental NOC that gives only your name and post does not replace the letter described here. Ask your department for both, or for a single letter that also states your grade, basic pay and date of appointment.

The four figures that have to agree

The employment letter is cross-read against three other things in your file. Where they disagree, the caseworker does not pick the one that helps you.

  1. Salary. The figure on the letter, the figure on your salary slips, the monthly credits on your bank statement and the income you enter on the application form should all be the same number. If your slips show a gross figure and your bank shows the net, the letter should say which it is quoting, and your cover letter can spell out the difference in one sentence.
  2. Start date. The letter's start date and the employment history you type into the form must match to the month. A form that says 2019 and a letter that says 2021 is a discrepancy, not a typo, in the caseworker's eyes.
  3. Job title. The same words on the letter, the slips and the form. "Senior Software Engineer" on one and "Team Lead" on another invites a question.
  4. Dates. The leave dates on the letter, the travel dates on the form, the dates on your itinerary and the dates in any invitation must all line up. A letter approving leave for a fortnight when the form asks for a month's stay is the kind of contradiction that gets cited in a refusal.

If you are paid in cash

Plenty of Pakistani salaries arrive in cash, and the Home Office has published no rule against that. What it does ask for is a bank statement showing the origin of the funds, and a cash salary leaves no trace on a statement. The employment letter then has to work harder, because it is the only document that states your income, and it should say plainly that the salary is paid in cash. Deposit your salary into your own account on a regular date for as many months as you can before applying, so the statement at least shows a pattern, and explain the arrangement in your cover letter. Do not let anyone talk you into a letter that describes a bank transfer that never happens; the statement will contradict it.

If you are self-employed, or the employer is you

You cannot write yourself an employment letter, and one from your own company signed by yourself proves little. For self-employment the guide asks for something different: business registration documents or recent invoices that confirm on-going self-employment. In Pakistan that means the SECP incorporation certificate or the registration of the firm, your NTN certificate, your recent income tax returns, and invoices or contracts dated in the last few months. The business bank account, in the business's name, does the job the salary credits do for an employee. The bank statement guide covers what that account needs to show.

A checklist before you upload it

  1. Is it on headed paper with a phone number and email that will be answered?
  2. Does it state your role, your salary, your start date and the company's contact details, in that many words?
  3. Does the salary match your slips, your statement and the form?
  4. Is it signed, stamped and dated within the last few weeks?
  5. If it is in Urdu, is it translated to the Home Office's standard?
  6. Does it say when you are expected back at work, and does that agree with your travel dates?

A letter that passes all six is not a guarantee of anything. The Home Office says plainly that submitting the listed documents does not guarantee that an application will succeed. What the letter does is answer, in the caseworker's own terms, the question about your circumstances at home that every Pakistani file is asked.
